Instructions
1Right-click an empty area of the taskbar. If you cannot see the taskbar, press the "Windows" key, or press "Ctrl" and "Esc" simultaneously.

Click "Lock the taskbar," if there is a check mark next to it. If it is already unchecked, then skip this step.

Left-click an empty area of the taskbar and drag your mouse pointer to the bottom of the screen. The taskbar will move to the bottom as well. Release the left mouse button to keep the taskbar at the bottom of the screen.

Right-click an empty area of the taskbar and click "Lock the taskbar" to lock it in place.
