Repairing the Known Item
If you know the specific file that is causing this problem, you can try and enter into Windows through safe mode. Once done, access your computer's control panel, then click into the program menu and remove the program or driver. Afterward, try reinstalling the program. Some programs also have a repair option.
System Restore
If neither of these options work, you may have to do a complete system restore. You can do this by restarting your computer and pressing the F8 key during start-up. This will cause your computer to boot into safe mode and give you a command screen. Choose "safe mode with command prompt" from the available options. After selecting what operating system you are using, you will be guided into restoring your system.
Windows Reinstall
You may also choose the simpler option of entering "MSCONFIG" into your "search" bar in your Start Button screen and choosing "system restore" from the option menu. If the problem still occurs, you will have to either take your computer to a professional to have it checked out, or reinstall whatever version of Windows you have available.
