- 1). Stack four sheets of tissue paper on top of each other.
- 2). Measure a square onto the paper that is 9 inches by 9 inches, and mark your edges lightly with a pencil.
- 3). Cut the square out of the stack of tissue paper.
- 4). Fold one edge of the stack over, so that you have a folded strip about 1-inch wide.
- 5). Turn the stack over and fold the strip in the opposite direction. Continue folding in this accordion-fan style method until you have folded the entire square.
- 6). Place a pipe cleaner on top of the folded stack and bend it around, twisting the ends together to secure the tissue paper in the center of the folded pipe cleaner. The pipe cleaner will serve as the stem of the flower.
- 7). Pull each layer of tissue paper gently toward the pipe cleaner in the middle. Do this on both sides of the pipe cleaner so that all of the paper is lifted toward the center. The paper should crinkle and bend naturally as you do this, which creates the petals of the flower.
