- 1). Load any images that you want to use for your Web set onto your computer, either by transferring them from a digital source or by scanning them in. They should all be relevant to the type of site the Web set will be for. For example, a toy store site might use images of teddy bears or blocks.
- 2). Open PaintShop Pro. Select "File" from the menu and choose "New." In the dialog that appears, enter the width and height you want for the design of the overall web-page. Or choose one of the "Presets." Of course, the users can change this. Make the resolution 72 and click "OK."
- 3). Select the "Rectangular" shape tool from the bottom of the toolbar. Go to the panel on the upper right and make the "Background/Fill" color what you want for the parts of the Web page set.
- 4). Click on the "New Layer" button at the top of the "Layers" palette. Then draw the banner background at the top of the page.
- 5). Repeat Step 4 to add the other shapes you need, such as the navigation buttons and the spacers. If you wish, you can use one of the other shape tools to make these other elements. Then right-click each of the raster layers and choose "Convert to Raster Layer."
- 6). Select "File" from the menu and choose "Open." In the dialog that appears, locate an image that you want to use in the template and open it. Select "Edit" from the menu and choose "Copy."
- 7). Go back to the template document, select "Edit" and choose "Paste." Resize and position the image where you want it in the design, such as the banner.
- 8). Repeat Steps 6 and 7 to bring in all of the documents you want in the template. Then select the "Text" tool from the toolbar.
- 9). Type in the text for each object in the design. It is best to use the same font, even if you vary the size and color.

Select "File" form the menu and choose "Save As." In the dialog that appears, change the file type to Photoshop (PSD) since this will open in most major graphics programs. Click "Save."
