Sharing my own views on this issue, I believe that population alone is not the major problem.

Governments need to adopt measures that will teach the citizens of every nation to take their little steps in solving the environmental degradation and the scarcity of resources.
No matter how much we reduce the number of people, if the remaining individuals will still continue doing wastage and abuse of the environment and contributing to various crises, the problems remain.
The reality is laid back to the willingness of the people to follow laws and take an active stance of preserving what can be saved.
