- 1). Unscrew all the bolts holding the metal housing over the flywheel on the top of the engine. Use the wrenches to remove all the bolts around the perimeter of the housing.
- 2). Pull the flywheel housing off to expose the flywheel and the governor, which is bolted into the engine block next to the flywheel.
- 3). Unscrew the single bolt holding the end of the plastic governor flap into the engine block, using the proper wrench.
- 4). Unhook the spring and the tiny rod, attached to the end of the governor, from the throttle linkage on the carburetor.
- 5). Replace the flywheel housing and tighten it back onto the top of the engine.
