- 1). Visualize what you want the finished pinata to look like. Draw it out on a piece of paper and then figure out how you can create that shape with balloons. For example, you can create a snowman by taping together three round balloons with each balloon slightly smaller than the one under it.
- 2). Inflate all the balloons and knot them.
- 3). Tape the balloons together in a way that they will create the shape you want the finished pinata to be in.

Make the papier-mache paste by mixing one part flour with two parts water. Stir the mixture completely before proceeding. - 5). Cut or tear newspaper into strips. You'll need enough newspaper to completely cover the balloons and overlap the paper while you do it.

Put the newspaper strips, one at a time, into the paste and lay the strips flat onto the balloons. When you are adding the newspaper to the balloons, make sure you keep your end design in mind. - 7). Let the pinata dry overnight. In the meantime, cut all the tissue paper into approximately 1 in. X 1 in. squares.
- 8). When you are done with the tissue paper, cut an opening in the top of the pinata so you can fill it with candy.
- 9). Draw your design onto the pinata as a guide so you'll know where to put the different colors of tissue paper.

Water down some of the white glue. Use the craft brush to paint a section of the pinata with the craft glue. - 11
Take one square of tissue paper and put it over the eraser end of the pencil. Then push the pencil eraser down onto a glue-covered section of the pinata. When you lift the pencil, the tissue paper will stick to the pinata with the corners of the paper sticking up. - 12
Repeat steps 10 and 11 until the entire pinata is covered in tissue paper.
