- 1). Wrap a tape measure around the baby's lower waist to obtain the size. The lower waist is between the waist and hip area, just at the edge of the diaper. Add 15 inches to the waist size measurement.
- 2). Measure and cut a piece of ribbon according to the measurement. Lay the ribbon on a flat surface and measure inward 10 inches from one end. Tie a knot in the ribbon at this point. Repeat for the opposite side. The area between the knots will hold the tulle.
- 3). Hold the tape measure at the edge of the ribbon and measure downward to your preference. This will be the length of the skirt. Double the measurement. Roll the tulle on a flat surface and cut the tulle into strips according to the measurement by 3 inches wide. For instance, most newborn tutus will reach to the knees. Cut the tulle 8 inches by 3 inches.
- 4). Fold one tulle strip in half. Wrap the folded end of the tulle around the ribbon and pull the long tulle end through the middle of the folded end, forming a type of knot around the ribbon. Pull snug to secure the tulle to the ribbon. Slide the tulle next to one of the knots. Repeat the tulle process until the entire area between the two knots is completely filled.
- 5). Wrap the waistband around the lower waist of the newborn. Tie the tutu onto the lower waist using the additional ribbon at the end of the waistband. Trim the ends of the ribbon at an angle to prevent fraying.
