- 1). Check the ATF website to find out the correct form to fill out for an FFL. License types include firearms dealers, pawnbrokers, collectors, manufacturers and importers. For most people, the ATF's Form 7 (5310.12) is the appropriate form for obtaining a firearms license.
- 2). Obtain a packet that includes the application form for a firearms license and instructions for completing it. Because of legal issues and the application's requirements of fingerprints and photographs, the Federal Firearms License form 5310.12 is not posted online for download. To obtain the form, call the ATF's distribution center at 703-455-7801 to request a packet be mailed to you. You also can submit an online request for a form. The ATF website has a link to its online request form.
- 3). Complete and return to the form to the ATF for processing. The processing by ATF includes a background check. You also will pay the appropriate license fee with your application. ATF accepts personal checks, casher's checks, money orders, or credit/debit cards.
- 4). Wait while ATF processes your application. ATF will approve your application for a Federal Firearms License if you are at least 21 years old; are not legally prohibited from shipping, transporting, or possessing firearms; have not knowingly made false statements in your application; have not violated the Gun Control Act; and have premises for conducting a firearms business.
- 5). Make sure your firearms-related business complies with all applicable state and local laws after receiving your Federal Firearms License. You cannot legally conduct a firearms-related business without meeting state and local requirements, even if you have a federal license. Also, remember to submit a timely application for renewal of your federal license at the appropriate time.
