- 1). Call ahead and make an appointment at the nearest driver's license branch office of the Texas Department of Motor Vehicles, operated by the Texas Department of Transportation. Gather the required paperwork to present to the office personnel. Get proof of your identity and Social Security number. Verify that you are a U.S. citizen, or have legal presence in the country. Provide proof of your Texas vehicle registration and present documents proving you have liability insurance on the motorcycle, if you own it. Go to the office in person to apply for the license.
- 2). Apply for a motorcycle instruction, or learner's permit if you are between the ages of 15 and 18. The Class M license restricts 15-year-olds to motorcycles with engines displacing 250 cc or less. The restriction is lifted on the 16th birthday. Take a signed authorization paper from a parent or legal guardian with you. Present the office with a Driver Education completion certificate and official verification of your attendance and enrollment in school. Show your completion certificate for the Motorcycle Safety Course given by a school approved by the Motorcycle Safety Foundation.
- 3). Prepare for the mandatory driving test required by the DOT, if you are under the age of 18. Learn to operate your motorcycle competently and safely before you take the test. Practice handling your bike under a variety of situations to pass the road test the first time. Contact the license office to make an appointment for a driving test. Provide a motorcycle to take the test on, as well as a following vehicle with a licensed driver to carry the instructor.
- 4). Present the Motorcycle Safety Foundation's completion certificate for the Motorcycle Safety Courts to waive the driving test requirement, if you are over 18. Prepare for the written license test by studying the "Motorcycle Operator's Manual" well in advance of taking the test. Pass the written test and complete all application forms. Exempt yourself from the helmet law requirement if you're over 21 by completing the Motorcycle Safety Course, or presenting proof of health insurance.
- 5). Get your picture taken or provide an authorized photograph. Give a thumb print for the DMV's records. Pass the vision test. Pay the application fee, the examination fee and the state license fee. Apply for a motorcycle classification on a current license from out-of-state by sending a copy of a graded written exam or a letter from the instructor, as well as a check or money order covering all fees to the Texas DOT.
