Definition:
The "primary rough" is that rough on a golf hole that consists of the highest, thickest and most punitive grass.
The primary rough is outside of the "first cut" of rough, which borders the fairway. Sometimes a "second cut" of intermediate height is between the first cut and primary rough; the primary rough then makes up the remaining rough on the hole.
It should be noted that not all golf courses distinguish between different cuts of rough; many courses have only one type of rough, or even no rough.
Also note that use of the term "primary rough" implies that said rough is maintained; that is, that it is watered and mowed in order to grow it to the course's desired height and thickness. However, primary rough can also consist of unmaintained grasses or natural areas.
