- 1). Open Photoshop Elements 4.0. You will be working in the "Edit and Enhance Photos" module.
- 2). Open the picture to which you would like to apply a zoom blur.
- 3). Select the Eliptical Marquee Tool from the toolbar and create a selection around your subject.
- 4). Click on "Selection."
- 5). Click on "Feather." Play with different radius numbers. A good place to start is 30. Click "Ok".
- 6). Click on "Select."
- 7). Click on "Inverse," then "Filter," then "Blur," then "Radial Blur."
- 8). Select the radio buttons beside "Zoom" and "Best" quality. Click "OK" and observe the zoom blur appear on your photo.
