- 1). Wrap a measuring tape around your thigh where you plan to wear the garter. Add ½ inch to the thigh measurement. Cut lace and the two ribbons to this measurement.
- 2). Pin the ¼-inch ribbon to the ½-inch ribbon lengthwise. Sew the ribbon together, using thread that matches the top ribbon.
- 3). Pin the ½-inch ribbon to the center of the lace lengthwise. Sew two seams on both sides of the ribbon. Keep the stitches close to the edge of the ribbon.
- 4). Pin the ribbon to the center of the lace. Sew both sides of the large ribbon to the lace with matching thread. The stitches should be very close to the edge of the ribbon.
- 5). Divide the thigh measurement in half. Cut a piece of ¼-inch elastic, using the halved measurement.
- 6). Attach a small safety pin to the elastic. Thread the elastic between the ½-inch ribbon and the lace. Space the gathers in the lace evenly on the elastic.
- 7). Pin the ends of the elastic to the ends of the garter. Sew one end closed, using a ¼-inch seam allowance. Make sure the end of the elastic is sewn into the seam.
- 8). Lay the garter on a flat surface, ribbon-side up. Bring the ends together and form a circle. The ribbon should be on the inside of the circle. Tuck the sewn end into the open end and pin it together. Sew the ends together, using a 1/4-inch seam allowance. Make sure the end of the elastic is sewn into the seam.
- 9). Turn the garter so the ribbon is on the outside.
