Tanker Stage

• 1). Complete the boss fight against Olga on the deck of the tanker.
  
  
• 2). Walk up the nearby stairs to find a ladder.
  
  
• 3). Climb the ladder up to the observation tower. Pick up the goggles at the top of the tower.
  
  

Plant Stage

• 1). Run to the bridge connecting Strut E and Strut F after the boss fight with Fatman. The path to Shell 1 is now open. Proceed to Shell 1. The bridge will collapse behind Raiden as he runs.
  
  
• 2). Enter the Shell 1 Core.
  
  
• 3). Take the elevator to level B1. The Thermal Goggles can be found on this level.
