Bail bond recovery agents must be at least 21 years of age and a U.S. citizen or resident alien, according to the Department of Licensing, DOL. Prospective bail bond recovery agents must also possess a high school diploma or GED. Three years of experience in the bail industry may be substituted for a high school diploma by providing proof to the DOL. A criminal background may disqualify someone from becoming a bail bond recovery agent if the crimes relate to the job's duties or jeopardize public safety. Before applying for a license in Washington, bail bond recovery agents must complete a minimum of 32 hours of classes in field operations, according to the Revised Code of Washington, RCW. Coursework should include training in civil or criminal law, including constitutional law, bail regulations, procedures for custody and exoneration, civil rights and contracts. Training must also be completed in field operations procedures, such as use of force, defensive and safety techniques, searching buildings and handcuffing. An application must be completed and filed with the Department of Licensing to receive a license to practice as a bail bond recovery agent. Required information includes proof of training hours, firearms certification number, personal data questions and Social Security number. A set of fingerprints must be attached to the application, along with a $450 fee, as of 2010. - After completing the required training, prospective bounty hunters must pass an examination with a minimum score of 85 percent. The exam is offered at various locations of the DOL's licensing services across the state and will be scheduled three weeks from receipt of a paid application. The bail bond recovery agent exam consists of 50 multiple-choice questions covering various topics from the required training courses.
- Once a license is granted, bail bond recovery agents in Washington must carry a copy of their license at all times when engaged in recovery duties. A bail enforcement badge may be carried by recovery agents, but is not required. If a badge is carried, it must be of the same design as the one approved by the DOL.
