With Photoshop you can add a glow effect to any photo by using the pen tool or inner glow tool. Also, under the "filters" toolbar is a neon filter that will make your picture look like a neon sign in just one click. This filter can be adjusted to make the image brighter with lots of neon lines or darker with fewer lines.

LEDs are very popular for decorating cars and motorcycles. The lights come individually or in a long strand of multiple lights. Attaching the LED lights inside the car or underneath the car or motorcycle gives a neon glow while you're driving down the road. You also can attach them to etched Plexiglas to create a glowing effect. The etched artwork in the Plexiglas catches the light from the LEDs and produces the glow. LEDs come in colors such as green, blue, red and purple.

You can easily achieve a neon glow effect by using a black light. Highlighting markers, laundry detergent and anything else that will glow in the dark will produce a neon glowing effect under a black light.

Electroluminescent wires can be used in clothing to give it an automatic illuminating effect. They are battery powered with an on-off switch, and you can attach them to clothing using fabric glue. The glow makes the clothing look like a neon sign.

One of the most interesting neon glow effects is self-illuminating hair gel. The gel doesn't need a black light because it glows by itself. The glow typically lasts for 6 to 8 hours and can be used on any type of hair. It comes in four colors: blue, green, orange and yellow.
