If you are looking to renew and you qualify for the mail method, you can get the new document. Even if this will be your first passport, you can still get it by mail. Of course, if you don't qualify, you will have to go in person to a passport agency office.
Expedited Service
You can receive help if you need an expedited copy within a couple of weeks. If you are travelling very soon, you may need this expedited copy, even with the extra fee that is involved. Also, if you need a foreign visa in four weeks, you will have to pay the extra fee. You should be sure to write the word 'expedite' across the front of you envelope. You will also have extra overnight charges for both sending and receiving.
Appearance Required
If you need your visa in less than four weeks or are leaving on your trip in less that fourteen days, you will have to make a personal application and pay a higher charge to get it. You should be sure to have all documentation at the beginning for this service and must go to a passport office to apply.
Name Change
If your name legally changes, you will need to change it officially on your document. You are required to send a copy of the court order or marriage license, whichever is needed. You will also need your original passport to send with the original or certified document proving the name change. Include the appropriate application form and a color picture. You do not have to pay a fee for this. The same thing goes for a kids US passport fast.

Changes that are due to error can be corrected at any time using appropriate forms. There is no charge for these changes. These include things like typos and errors in listing date of birth. It is a simple matter to send the proper form and get the corrections made.
