NYS Home Improvement Grants

    Weatherization Assistance Program

    • Every New York State locale offers a weatherization assistance program for residents meeting income requirements of 60 percent or less of the state median. Owners and renters may apply, with preference going to families with children, seniors or those with disabilities. Among the services offered are pipe and hot water tank insulation, caulking, insulation of ceilings and walls, and replacement of older refrigerators with more energy-efficient models. For 2011, the maximum grant per dwelling unit is $6,500.

    EmPower New York

    • This program, administered by the New York State Energy Research and Development Authority, offers free energy-efficiency measures including refrigerator and lighting replacement for income-eligible residents in buildings with fewer than 100 units. It also provides insulation, energy-saving strategies and education for residents and certain safety or health-related repairs. The program prioritizes funding based on the "potential for cost-effective energy usage reduction."

    Assisted Home Performance Grants

    • Income-eligible residents, both renters and homeowners, may receive subsidies to purchase Energy Star appliances through the Assisted Home Performance Grants program. Applicants can participate in this program or the weather assistance program, but not both. Eligible households must have an income 80 percent or lower than the state median income, with up to half of the improvements funded through the grant. For 2011, this subsidy amounts to a maximum of $5,000 for most units.

    Monroe County Home Improvement Program

    • Eligible residents in Monroe County may apply for the Home Improvement Program, which provides first-come, first-served, one-time grants for repairs to owner-occupied dwellings. For 2011, grants range up to $10,000 for residents meeting income qualifications. Funds may be used for exterior repairs to the roof, windows and foundation, along with painting or siding. Eligible interior repairs include heating, plumbing and electrical systems, along with any accessibility-related repairs, such as ramps or bathroom remodeling. The grant cannot be used for routine maintenance or non-disability-related remodeling.
