- This act would create a grant system, established by the Secretary of Labor, for a program meant to create a nursing "career ladder" from a certified nursing assistant to a registered nurse. Grant recipients could then pay for training, also provided for in this act. A report on the effectiveness of this grant system would have to be submitted by the Secretary of Labor to Congress within two years of the act enactment.
- An entity that receives a grant from this program can spend the money awarded on creating education programs for nurses, preparation for workers (like certified nurse assistants) to return to school, tuition assistance, assistance in preparing for nursing exams, and stipends for health care workers to receive health insurance.
