The simplest and most budget friendly option is with a chain link fence combined with privacy slats. Chain link fencing consists of metal posts typically spaced ten feet apart with a linked mesh providing the actual barrier. To convert a standard chain link fence to a privacy fence privacy slats that are typically made out of nylon are woven in and out of the chain link mesh.
If chain link's not your preference the next step up is a side by side wood fence. A side by side wood fence is usually constructed using wood or metal posts spaced eight feet apart intesected by a series of either three or four rails (depending on the height of the fence) that pickets are attached to. These can be constructed in a variety of configurations typically with either spruce pickets or cedar pickets. A kickboard at the bottom of the fence can be added to keep your pets in and unwanted animals out. A top trim board or even a top cap and trim adds a pleasing aesthetic. The only real drawback in terms of privacy is that regardless of how closely the pickets are placed together there will be some slight gapping in between.

The construction is very similar to a side by side fence except that there are two rows of pickets nailed one on top of the other and are overlapped an inch or so. This type of fence eliminates any possible gaps by overlapping the pickets thereby providing complete privacy. With this style of fence it's not uncommon to see ornate trims and gates as well as wooden casings built around the posts to hide them.
